"Your main caller should be the person who has the authority to veto calls, but s/he doesn't necessarily need to be making the majority of the calls. Things absolutely should not have to be ok'd by the main caller unless it's a really non-standard play - that takes way too much time, and is why a lot of lower-level teams move very slowly.
Everybody on the team should start with the privilege to make calls. If someone makes bad calls too often, s/he should lose that privilege. This distributed model of calling allows your flank classes to take advantage of openings without getting approval from someone who can't see anything that's going on."
